Explained

The color command displays colors 1234567890abcdef to the screen so the command sender can see it. No more color book kits, no more fuss!

The format command displays the 6 format codes (Bold, Underline, Italics, Strikethrough, Magic, Reset) to the screen in a nice, organised way.

The NeoChat command is a command that displays all the NeoChat commands that user has access to! The custom chat commands are also displayed (Where as they arent in the normal /help). This command changes dynamically from player to player, meaning that players will only see commands to chats they have permission to use (neochat.chatName.use)

The new Custom Default Format feature allows you to change the default color of the chat. Simply add color and format codes like &c&l to the end of your lines under "chats:" in the config and it will be that color by default when someone uses is! THIS WILL NOT BREAK YOUR CURRENT CONFIGS! Chats with no 4th parameter will simply come up white!

Sending a message to a chat without a custom color through a command causes an extra space to be inserted into the beginning of a message. Still Being Fixed.
