Bug fixes. Sorry for the late update! School has caught up with me.

- Fixed data not working in crafting recipes

- Fixed lightning power not working with cooldown

- Fixed some durability bugs

- Made a config option to not have potion effects get removed when switching items.

- Added worlguard support. Non pvp regions will no longer still apply effects.

- Added effect power!
