1. Ability to override the help command "/help (description)"
2. Seprated config from saved tickets (now tickets.dat)
3. A bunch of check added when claiming a ticket to make sure the ticket is valid
4. Fixed a bug when a player disconnects the ticket glitched and stayed open
5. Reworked the close system for more stability
