What's new
Lots of improvements from development and testing. Includes note block snitches, which do not record entries to the DB but just send the player notifications. Also adds snitch culling and snitch entry culling, both disabled by default, configured with:
entryculling.enabled entryculling.maxcount entryculling.minlifetime (in days) entryculling.maxlifetime (in days) snitchculling.enabled snitchculling.maxlifetime (in days)
