Fixed issue with SQLite not deleting rows when a player is released.

If allowBuild is set to true, a broadcast message will be sent to everyone if a prisoner breaks free.

Added SQLite, which is now default.

Fixed permissions, added MySQL support to stop logging out (if wanted)

Added option to mute players while they are in jail.
