First Release! Can disable/enable soup, enchantments, and NON-SPLASH POTIONS.

I made it so you don't gain xp when you get some- I want to make this toggeable, and its purpose is to prevent anvil use (combining swords and enchanted books). You can still use /xp.
Splash Potions do not work, with a permission or not.
Splash Potions from a dispenser do not work (want to make this toggeable in config)
