GemManager

This is a Beta release of GemManager: Please help test it to find bugs

I have done testing and it works, but I am new to MySQL and not sure if I made a mistake

- Added MySQL support

- If MySQL is enabled and you have current data in your data.yml, it will carry over to the MySQL server

- Added Gems on a player's death

- Calculated by players XP Level divided by 2

- Re-implemented the update feature

- Now more stable

- Ability to disable the scoreboard

- /gem will now show your balance

- If the player doesn't have permission it will just show their balance and not the commands

- None
