Fred's awesome Jetpack Plugin!

v4.1:third official release:
-added jetcarts: you may now make jetcart competitions (like mario cart with fuel management or so)
-tried to add a name fixer (for enchanted jetpacks)
v4.0: second official release: total rewrite:
-jetpacks now have theyr own fuel
-ender jetpacks have fuel: enderpearls and end stone
-the scoreboard is now personnal(as it should :) )
-added permissions
-added command for more plugin compatibility
-added world blacklist
