Additions:
Added support for changing what permissions are in config.yml.
Example: permission: drugsxl.weed. drugsxl.weed is now the permission used in your permission manager. Change it at your will.

Note: Support for changing accessories (what you need to do drugs) MIGHT come.

Meth will now spawn music notes around everyone. Only the player who took the drug can see them.
