Tip players with in-game dogecoins.

Changes | Additions | Fixes:

New in 2.3beta:
- Multi-threaded connecting to DogeAPI. Prevents server from freezing/lagging when a player deposits or withdraws DOGE
- Bug fixes from 2.2beta

From 2.2beta:
- Donations can be made to the server with /donate <amount>. Make sure to update your config.yml!!
- More/better messages when tipping (depending on who sent the tip)
- Bug fixes

From 2.11beta:
- Added "/TipJar" for players to have a virtual jar of Dogetips (shows balance). Permission: dogetips.tipjar
- Added plugin metrics (connects to mcstats.org)
- Fixed DogeAPI transaction fees not appearing to apply, whereas they actually do (this could have potentially hurt server-owners in the long run; i.e. 1Million doge transactions). Please note that these fees are made by the DogeAPI service, and do not support me. It is currently 0.5%.
- Tip messages vary depending on who you are in relation to the tip (sender, receiver, and outsiders)
- Squashed more bugs
- Removed herodoge again
