Implemented PluginMetrics across all registered plugins automatically

Also implemented an update notifier actross all plugins provided that developers link the website field in the plugin.yml to their dev.bukkit plugin page see this example for information on how to enable in your plugin. This can be disabled by either not linking a website in the plugin.yml or by setting the config node "deityapi.inform_on_plugin_update" to false
