• New configurable messages on a files,
• Fix annoying spawn message from plugin,

• add coments on the config file, only if the CityCraft.yml does not exist.
• Important to update:
  • to update to 0.2.0 you need to create a new folder name it data, and move the folders( Cities, Plots, Residents) inside the data folder, also move the CityList, Plots, and Residents files inside the data folder.
