Added ability to set cooldowns on a per-kit basis:

  • Added /ckit cooldown KITNAME COOLDOWN command
  • Added "kitcooldown.KITNAME" configuration values
  • Modified command /ckit KITNAME to enforce cooldowns

Cooldowns reset when the server restarts. This is intentional.
