Lots of bug fixes!

Fixed the updater
Fixed a problem with detecting IP's that contain ports
Added the permission/option to view detected ads in chat (console too)
Better censoring! "testing" is no longer "****", but "****ing"!
ChatMonster learned how to use translation files! (translators needed)
Should be no more need to generate new configs when the config changes

Forgot to include chatmonster.vca under chatmonster.*, will fix in the next update
configuring in game may not be recognized as a command. only in one case
