Chat Clearer v0.4

Recoded to update to the latest version of CraftBukkit. Added a /cca command to announce who actually typed the command Fixed permission issues. Now, hopefully it should work with permission plugins using BukkitPerms.

For some unknown reason, it displays the usage command at the end whenever you use the command.
