+ Added config option to require ownership of mobs to interact with them -- "require_ownership"
+ Added config option to define what mobs are affected by the plugin -- "allowed_mobs"

If you undefine defaultly leashable mobs they can still be leashed, this is by design choice, and may be removed in the future.

When "require_ownership" is set to true, mobs can still be unleashed from fence posts from players that are not their owners. This is fixed, and will be apart of V0.0.4.
