Some bugfixes and shuffled the commands

It's now "/bw give <amount>" to give yourself barbed wires.

I added a command to directly give me a ticket if you come over any bugs. Use it with "/bw ticket <message>". This logs the minecraft username, the server ip and of course the message so I can check it out.

• Only deals damage when the player moves.
