BadSpam

Made /badspam output what the "Error Message" is that is shown to a user when they try to spam the same message.
Added a config.yml that should be created automatically.
Inside config.yml there are two options, message and interval.
Interval is how many seconds a player must wait before sending the same message again.
Message is the message a player sees when they try to say the same thing they already said before the specified interval has passed.
