AntiCheat+

• Fixed players from being able to send too many packets per tick, allowing for excess speed and regeneration.
• Fixed players from being able to bypass Speed checks by quickly toggling sneak
• Added new permission, "anticheat.check.morepackets", for the packet check.
• Tweaks to NoSlowdown, to remove some false positives
• Added vertical movement check when falling through webs

• Magic numbers for Hover and Web checks may not be present when loading this; to fix it, simply delete magic.yml and reload the plugins.
• False positives may occur if your server's ticks-per-second are very low.
