Added /ac clearChat - Clears the chat.
Added option to clear the chat on join.
Tell users the chat is off when they join - tell people who have the bypass permission the chat is off, but they can still chat.
Fixed permissions not working if someone has OP.
Hopefully /ac reloadConfig is working now.
