Admin Chat Channel

• Added support for command blocks and console, both of them can use the channels now!
• Added permission for using chat colors in the channels. acc.chat.colors is the permission.

• Fixed that if you write "$" it would be printed to the global chat and not to channel.
• Fixed that the symbol "&" (used for colors) would get removed when it was not supposed to.
• Fixed that dynmap shows messages on the map from staff channels.
