Removed the concept of "visibility" since it was just confusing. Now all actors are visible to all players (within the viewableRadius - see below).

Added the concept of actor "owners" - now all actors are owned by the player who created them. They can be only manipulated by that player and are removed when that player leaves the game.

New config options "viewableRadius". This is how close a player must be to an actor in order to see them moving/chatting/ etc. Default = 30.

Fixed bug where new user logging in would not see current actors.
