🆕 Features
• Optional-button up/down reorder arrows in the dialog builder (matching the page list). Reordering changes the response-button order shown in the NPC dialogue. Manually reordering buttons in dialogs.json was never reliably applied - use the UI arrows instead.

🐛 Fixes
• Assigning or editing a dialog now applies to the NPC immediately - no server restart. Assign exports + reloads the dialog before binding, and reloads now use QuestLines' full external-reload hook (reloads quest+npc config, rebuilds the auto-trigger index, and resets the NPC interactable system) instead of a bare quest-config load.
• Deleting a dialog now deletes its exported quest file, unbinds it from every NPC (QuestLines npcs.json + Denizens Interaction pages), and reloads live - the NPC no longer keeps offering the deleted dialog or lingers in the QuestLines npc / Denizens interaction tabs.
