New config options:
- `autoDownloadUpdates` - Automatically download and prepare updates (default: false)
- `additionalModsFolders` - Additional mod directories
- `projectPolicies` - Per-project update policies
- `pinnedFileIds` - Per-project version pins
- `maxDownloadBytes`, `maxArchiveEntries`, `maxExpandedArchiveBytes` - Download and archive limits
### Permissions
- UI actions now check the permission for each operation
- Added permissions for applying updates and managing rollback operations
