[*] Fixed two errors related to vote reminders and offline votes when the PlayerReadyEvent is fired causing messages to not be sent when joining.

[*] Vote reminders now listen for offline votes so users dont get reminded when voting while being offline.

[+] Added Vote Milestones to reward users for continous voting. Commands are /votemilestone and /votemilestoneadmin. Full documentation will be added to the main description of the plugin.
