File size increased due to included SQL drivers.

[+] Added local SQLite storage system to store player data and punishments permanently
[+] Added first version of admin panel (/hyac admin) to look up players, see punishment history and configure some checks. More will come in the future. Let me know if you have any issues with other Mod GUIs.
[+] Added "AllowConfigEditInAdminGUI" config option in case you don't want to allow in-game config editing through the GUI

[#] ServerSideCollision now also runs checks when players hitbox size changes to prevent some no-move abuse with morphing
[#] ServerSideCollision now uses a bit of lag compensation to handle hitbox changes better
[#] BadPackets(D) now automatically kicks as the check doesn't false much
