Roath Action Bar

-can now scale the vehicle bar! "/roath vehiclescale xx" -better management of scaling function for action bars, menu, and bags -added new slash command "/roath values" gives current values of all customizable variables -cleaned up slash commands a bit. No more lua errors for invalid entries
