Konfer Suicide Kings (KSK) for Classic TBC

Changes in r8:

*Now works in parties as well as raids.

*No longer have different config types (guild / pug). You can still broadcast a config to a guild by Shift-clicking the broadcast button.

*Considerably improved the syncing experience for first-time admins. As soon as the config owner broadcasts they will now do a full sync automatically.

*Fixed a number of bugs caused by stale cached data that could sometimes cause people to not move on a list when suiciding someone else.

*Now uses embedded Ace3 libraries instead of custom versions of the libraries in KKore (not a user visible change).

*When suspended, actually be suspended and don't process events, some of which caused warning messages to be spammed.
