Paxi:
    - Added basic rate limiting, generalized the message to "interrupted"
    Some interrupts shows up several times in the combat log with
    different interrupters. To avoid displaying all of these and
    spamming the chat I added some basic rate limiting that limits
    it to one message every 0.2 seconds.
    
    Generalized the interrupt message so it reads "interrupted" instead of
    "kicked" because of several complaints from non rogues
