Fixed Bars module crash when CDM module is disabled.

Bug Fixes:

  • Bars: CDM Disabled Crash - Fixed crash when "Sync Width with Cooldown Manager" was enabled but the CDM module was disabled. CDM namespace exists at load time but ns.db is only initialized on module enable; added nil guard so Bars works independently
