You will find the axolotl habitat in your decorations/miscellaneous in buy mode. You can place it on your sim's lot and they will find and release  axolotls in it, it does not respawn so you have to place a new one whenever you want to search for more axolotls, you can place as many as you want too, Happy axolotl hunting.
