Bump version for some optimizations

Mere:
    - Bump version, and also make sure the healing panel resets the cached X, Y and anchor point when it's not in use (or we get blank panels appearing)
    - Optimize some code paths around relaying the UI. This might help with the performance warning bug reports.
    One of the main changes is to not move/resize panels unless they've actually changed position or size.  Also optimize the filtering slightly (minor gain I suspect though)
