This is a dedicated server pack.
If on windows 8 or later use install.bat to install the proper forge server and other server related files, let it run, you can then run the server with
java -jar modpack_server.jar nogui
If on Linux use ./install.sh and then ./startKeepAlive.sh
If it doesn't start it is because you don't have "screen" you will need that, and maybe you also don't have java you need the 64 bit version of the latest that is out, the OpenJDK/JRE will work too.
