WAGrapple

In this update, i've added:
* Crafting recipe for the grappling hook
* Translations to the only 2 entries that exist
* Config, to adjust maximum starting line length (big stupid numbers can make your game lag)
* Tag "ungrappable" - you can use it in your datapacks to prevent players from attaching to certain blocks (by default - only enabled for barrier blocks)
