Forking a mod, after explicitly given permission via the license, is not unethical. If you didn't want people to fork a mod, don't pick a license that goes out of its way to allow forking.
In fact, I would say the "unethical" thing here is to choose a license that allows forking, then turning around and shutting down projects that use that right that you expressly and explicitly granted.
If you actually read some of the other lines in the license, besides that one, you'll know that the purpose of copyrighting under the GPL is to have some leverage to force child projects to also use the GPL.
A quick edit: Something I'm missing here is if Levels 2 was also GPL, I can't seem to find out since the wayback machine doesn't have it archived. If it wasn't - oops, you're definitely in the right to take it down, and that's a terrible assumption I made on my part, sorry.
Edit: The author of the other mod posted his version under ARR. TheXfactor117 was totally within their rights to take it down.
