- fixed mod config

- added custom sound pack handler (new config useCustomSounds and new folder alarms in Config folder)

To add custom alarms
1) Set useCustomSounds = true in mod config.
2) Restart Minecraft.
3) New folder config\alarms should be created.
4) Put your *.ogg files in alarms\assets\energycontrol\sounds\ and add them to alarms\assets\energycontrol\sounds.json
5) Add your sounds (*) to allowedAlarms config. (All sound files should be in alarm-*.ogg format)
