Yes, there are some examples provided in the wiki, by looking at them, you will quickly find out how this mod works. All configuration files can be found under .minecraft/config

I tried to merge the custom loading bar with the bossbar using photoshop (end result is the same dimensions as the example custom bar -- 400*10) but it becomes all glitchy when using any sort of layers despite exporting to a png. Is there a chance that using transparency will break the loading bar?

That's strange... Normally it shouldn't have issues, as it gets loaded the same way as the other textures. Will look into it.

I originally planned on using the optifine format, but I decided against it, so no one gets a loading screen they don't even want, and also so I could make it as customizable as possible.

Go to your .minecraft/config folder and copy the files from the zip into there. Be sure to replace the existing files in the folder.

The colors are inconsistant. If I set the progress bar color to a hex value & then I edit the mojang logo to be the same hex color (used #ef323d) it's visually different and not the same color.

Would it be possible for .gif support? I really want an Animated Background/Logo but going that will break the game.
Also, How do I reset the Settings and Data? After adding the .gif file my game won't start with the mod

You can change the settings in the .config/customsplashscreen.json5 file
