Changes
- Changed head names to use translatable tags, so the head names will be readable in all languages.
- Cleaned up the head loot tables to make them easier to maintain in future.
- Removed redundant player head block loot table.
- Changed wither skeleton skull drop rate to 50% (with golden axe kill), was previously 10%.
