965 - Automatic Ticket Aging and Expiry

There needs to be a way to have ticket which havent had any activity to automatically get closed and placed into an "expired" state.

A simple rule would be, tickets which are EITHER unclassified or unassigned ie "new" or tickets assigned but still in state "net" would closed after 30 days, other tickets closed after 90 days (except if they are in the "in progress" state)

The submitter should get an email telling them how to prevent expiration. (they do get emails right?)

Possibly a per-project config option...marking as accepted for now.
