774 - Create ticket action should do a quick search

What is the enhancement in mind? How should it look and feel?

To reduce the number of redundant ticket, the post ticket should present the user the result of a quick ticket search based on the ticket title.

Please provide any additional information below.

The idea is to add a "search similar tickets" button to the create ticket form and to hide the "post ticket" until the user searched at least one time. The search should be based on the ticket title and the result should only show the five more relevant tickets.
