521 - Show packager information re builds

Show a short packager report for a project regarding builds.
Such a report should show if the build succeeded or failed and why. More important for failed builds.
The messages should be aimed at developers (rather than site admins) and should explain what went wrong.

It would be really nice for such a flag to pop up when a git user pushes a non-annotated tag.

This already exists under the repository tab of the project.
