3269 - Addon packaging seems to be failing

What steps will reproduce the problem? Please provide as much detail as possible.

I updated my addon via git, and expected the packaging system to produce a package, it failed to do so:

What is the expected output? What do you see instead?
A packaged addon, no addon and an error:

Please provide any additional information below.

I've not done changes for a few months, but the error seems to suggest some kind of scripting bug in the python code for the packager.
