3264 - WoW addon Packager reacts poorly to multiple new tags in a single push

What steps will reproduce the problem? Please provide as much detail as possible.

Make addon with a git repo. Create multiple tags. Push them.

What is the expected output? What do you see instead?

I'd expect the packager to create a zip of each tag and upload it, all at once.

What actually happens is that:

 * only one tag gets its with-libs zip uploaded
 * packager log suggests that all the with-libs zips are being built, but only the no-libs zips get uploaded for all other tags
 * further commits then result in the next tag in the queue getting its with-libs zip uploaded, while the newly-tagged revision gets added to the queue

I encountered this because I was migrating a svn repo to git. When I pushed with `--tags`...

I worked around this in a horrible "stop my addon from having a broken release" fashion by pushing and deleting a beta tag a bunch of times, letting me get the most recent tag to the front of the queue without increasing it.

    This issue has been around for several months as far as I am aware. Have made some remarks about it in IRC but nothing has changed :/
