322 - Site Admin/Superusers should be able to move a ticket to ANY project.

What is the enhancement in mind? How should it look and feel?

Site Admins/Superusers should be able to move a ticket to attach it to -any- project.  Reference ticket 320 -  http://www.curseforge.com/projects/curseforge/tickets/320-error-291/ - which is a QuestHelper ticket.  I can only move it to Curse.com, ZAssist, LogFu2, and can't attach it to the proper project, of QuestHelper.

Please provide any additional information below.

    This would be handy. I just reported a ticket against curseforge.com that belongs to questhelper. Being able to shunt it to the correct location preserves the report, so the effort of reporting it in the first place isn't wasted.
