318 - Allow replying to a comment

What is the enhancement in mind? How should it look and feel?

Currently, if someone says something in a comment on XwhateverX, you can only post another comment on XwhateverX to respond to that comment. I'd like the ability to respond specifically to a comment, with clear visual indication that it's a response/reply, rather than a standalone, detached comment on XwhateverX.
