2808 - Localization stripping out part of variables

What steps will reproduce the problem?  Please provide as much detail as possible.
1.  Import localization data using cut paste
2. localization data is using legacy
3.

What is the expected output? What do you see instead?
After importing the data, the first part of the variables are stripped out
ie
    GL_UI_OPTIONS =        "Options";
becomes
    UI_OPTIONS =        "Options";

Every single GL_ gets stripped out.

    More info,

    changed the GL_ to GL_GL_ thinking it would strip out only one, but it stripped out both then tried changing the GL_ to GLOT_ in case it was GL it didn't like, still didn't work
