2787 - Allow attaching files to existing tickets

Currently, the only opportunity a user has of attaching anything to a ticket is during ticket creation, using the "upload a file after creating ticket" checkbox at the page bottom.  (That functionality works very well, btw.)  There is no way of attaching a file -- for example, "fix_for_this_bug.diff" :-) -- as part of a new comment on an existing ticket.

    Also, I have no idea why it's trying to turn the tongue-in-cheek filename into a nonsense link. Weird.

Declined - We decided not to take action on this ticket.
