1829 - Posting files on new projects have no "Files" tab

What steps will reproduce the problem? Please provide as much detail as possible.
1. Create a new project
2. Add a file to it(doesn't mater if it's been aproved or not)

What is the expected output? What do you see instead?
I expected a "Files" tab to apear on the project screen but there is no files tab. If you add "/files/" to the end of the URL you can get to the page but still no tab until the file reaches a stage or "Normal"

At what time and date (year, month, day) did you get this bug? (Include your timezone)
All day today Saturday (2009-09-19)

Please provide any additional information below.
Although this may be intended it will cause ppl to try and post there files again... (I DID! ;-))
