1816 - Cannot vote "zero (neutral)" on a ticket

Do not submit questions asking for help with specific addons here. Please ask usability questions on the numerous forums out there. For addon specific bugs, please submit a ticket for that specific addon. Tickets which do not follow these rules will be marked as invalid.

What steps will reproduce the problem? Please provide as much detail as possible.
1. Attempt to assign a zero (neutral) vote to any ticket.
2. Observe the response that your vote has been removed.

What is the expected output? What do you see instead?
I expect my zero vote to count! Instead, no vote is recorded, or an existing vote is removed.

Please provide any additional information below.
Is there a reason it's not possible to vote neutral on a ticket? Zero is not the same as not voting at all! A vote of zero and a vote of 3 should have a vote total of 3 and an average of 1.5. In order to express any non-positive opinion, I have to register a negative one. I should be able to express my neutrality and have it count. Please devise another method of removing votes.
