1815 - Voting changes ticket "Updated" timestamp, commenting does not

What is the enhancement in mind? How should it look and feel?
Commenting on a ticket almost always conveys as much useful information as a vote does (and usually more). It seems inconsistent for a ticket that merely got an up or down vote to have its timestamp updated, while a ticket that received a comment does not. The result is that any time a ticket gets a simple vote, it moves to the top of the ticket list in its default sorting. If this is intended, the same thing should happen for comments.
